In germany at least i couldn´t find any bench grinder with a good workpiece support under 200.- ...Bosch is the "one eyed" among the blind

in this case ... Maybe make your own ? Or "transfer" the one from your "no-name" tool to the Bosch ?
uh oh buy the bench grinder quick before someone tells her that she also could use a angle grinder with a flap wheel or sanding disc like the rest of the world do

What else power tools do she "need" ??
I think 200.- is a fair price, found it in a shop in Holland for like 196.- (but plus s+h) so i think it´s ok ! It depends of course how many wheels you need/want.... On the Bosch grinder i have a wire wheel and a Grit 36 wheel for coarse grinding and deburring, on the 125mm Elektra Beckum grinder i have a Grit 80 (iirc) silicium carbide wheel for TIG electrodes and a Grit 60 wheel (iirc). I´ve to check what i need to resharpen HSS drill bits and will add the wheel to the Elektra grinder.

I don´t know about the wiring - there are some 3-ph motors which can be wired to 230V - they usually have a badge on the motor "230V/380V" or something like this but i don´t know in this case. I have to check the german forum there it once was discussed.

About german power tools: i can't say for all Russia, but in my town I don't see Kress or Prokressiv brands, only Bosch. Internet says, that Prokressiv brand made in China for all the world, not only for Russia (as they early wanted to do). "Prokressiv" replaced grey-blue home-using line of "Kress" tools. But Bosch is another story - it's very common here. Here names of power tool brands which I saw in shops of my town, as popularity order:
Bosch - both Green and Blue, made in Malaysia, PRC, Switzerland and even in Russia.
Interskol – made in PRC, Russia, Italy (Felisatti) & Spain (Freud).
Makita
Hitachi
Sparky, DWT, Zubr(Russian), Progress(not Prokressiv, Russia)

Did you mean like Wiha screwdrivers, Pferd files, Bahco saws or etc? Yes, I know that some companies make very good tools in one specific direction. They also made OEM tools. But I’m asking about all-in brands, with wide range of hand tools.

I don´t know, every country has their own "top" company i think. You also could look for old "Belzer" tools from germany which once was a top notch brand with very good pliers and screwdrivers and other tools - the "Snap-On" of Germany. (old "Dowidat" tools were also good)

yeah found one ! It´s made out of 2 "H"-beam steel pieces welded together and with flat steel to "cap" the open profile. The base is made out of a transport bracket for a outboard motor/engine of a boat
