Not sure of maker on those last two: "V.C. & Co." on those two hand vises in that John Pritzlaff catalog page
and that other one with the "Star" logo on it - I've seen it but I cannot recall who it belongs to at the moment.

Here is another V.C. & Co vise. Based on this style, would not be surprised if imported. Since the prior two are hand vises, I’ll double down on that thought. Strikes me as German

Looks like they were strictly an importer of mostly German-made products, according to one site located right next door to Hermann Boker, who was at 101-103 Duane Street... two doors down from where John H. Graham & Co. relocated in 1938. (There's some obscure tool trivia for you.)

four.cycle: The answer to two of your questions is FULTON. They made F&R vises and STAR vises. I think other companies also marketed vises named Star.

As for who made JULIEN, that's still a mystery but I have a leading contender.

The F & R vise was a combination of two patents to make what became the NuTyp vise.

The F is Edwin W, Fulton, patent #727,343 6 May 1903 , the R is Hiram E. Reed patent #752,260 16 Feb 1904. IIRC I read a piece that Reed shopped his patent around but nobody (except Fulton) was interested...

F & R vises were manufactured by the various companies controlled / owned by Edwin Fulton.
