This is a spring:

It needs to be tied onto the intake air hose (as indicated by the blue arrow):

There is a hook on either end of the spring. I hooked it several times before: by grabbing each end with pliers, then force the hooks together. Last time, the pliers broke the spring.

The spring is not that strong, just too strong for bare hands.

What is the proper tool for something like this? How would you do it?

I would hook the ends of the spring together and then slide it over the hose, then put the hose in place.

It could be they don't make the proper tool ?. I would try a larger internal snap ring pliers. Not that you would need the leverage, but you get a wider opening to pick up the hooks.

Depending on how much slack you need, you might try something like this in a pinch. For that tiny spring, I'd get a tin snips and cut up a piece of galvanized flashing into little pieces, maybe 1/8"x1". Put the spring on and then yank the shims with a pliers.

I assume a Honda Accord V6 7th gen. I would try rolling it on after removing the air box.

Get some skinny shoe laces. Using one on each end bring spring around hose and connect.

Loop the spring together, then apply it over the hose. No point ******* with trying to wrap it around then connect it under tension.

Just did it in my car around 1-2 months ago on my 15 year old TL. I put it on the spring with small pliers with air intake hose off the car (the rubber is somewhat flexible giving you a little safety margin). Then I carefully put assembled half on and moved it over metal part with small clockwise-counterclockwise motions till last few mm where you just carefully push it in.
Go slow and it will work
