This is a spring:

It needs to be tied onto the intake air hose (as indicated by the blue arrow):

There is a hook on either end of the spring. I hooked it several times before: by grabbing each end with pliers, then force the hooks together. Last time, the pliers broke the spring.
The spring is not that strong, just too strong for bare hands.
What is the proper tool for something like this? How would you do it?
