I live in northern Michigan and want to paint my garage floor. whens its humid outside the floor gets very damp, is there a test , other then tapiing a piece of saren wrap to the floor? what will stick to this concrete floor that gets damp weekly,? thanks

when its humid or raining outside, the floor gets real wet, any cures for this other then jack hammering it out and putting down plastic and pouring new cement,? we keep two Harleys in there and they get damp just sitting there. thanks in advance
