It was probably originally cast in the wall as a window opening. If it is all above grade I would brick it up. That hole will take a lot of hand mixed concrete to fill. Bricks will take maybe one bag of mortar. The added benefit, laying brick is fun.

I don't see why claim denials should delay the entire class of approved claims from being fulfilled. It wasn't an issue two months ago when the checks were mailed out and it wasn't an issue when they were handing out $160 cards, many of which were fraudulent claims. "Undocumented claim? Sure...

I have used a breaker bar as a torque wrench on occasion. They're interchangeable really. Only difference is you have to say "click" when you reach the proper torque using the breaker bar.

Biggest mistake I always made and sometimes still do is measure the 5" take up from the wrong end. Buy a bulk pack of couplings, they fix lots of mistakes.
