I had the same marks from when they installed my ceiling.... I rented a floor sander from Home Depot and used the roughest "scotch brite" looking pad they had. Worked great!

I did mine in 3/4" T&G plywood (not OSB). Adds strength, paintable, screw anything to it anywhere. Good luck!
