Tubing is sold by the foot, not the pound. Angle, flat bar, rod, channel id sold by the pound.

In addition to good lighting, get the corrective lenses for your helmet from your welding supply shop. It is much easier to see the weld with the correction in the helmet than glasses on your head.

Welcome. Those diagonal boards are added to keep the walls square. The most common I've seen are around 8' and put in the corners at 45°. By boarding up, do you mean laying plywood/OSB on the ceiling joists for storage? I'm sure the vast majority of homes were built without the diagonal braces.
