    You can always just get a cheap lab bench power supply and set your own voltage and current threasholds on it. I use by bench power supply to charge batteries all the time. I'd recommend putting a timer on it.

    I have the VIAR digital tire inflator which is about $40, and I rather like it. Haven't had to replace the battery yet, and I bought it in 2014. The inflator in your link doesn't have a locking connector on the end. That's a dealbreaker for me, but that might just be personal preference.
