If the motor increases the pump speed, you may want to check the max RPM of the pump just to make sure it isn't already maxed out.

To stay under $800, you will find it difficult to find something so quiet as most are high RPM units. Your CFM needs aren't very high, so if you get something that produces decent air (maybe 10-15 CFM), it wouldn't run as much and may be a decent trade off for the low dBA you are looking for.

Outside of low price, what are you looking for in a compressor?

We have a couple portable units that are relatively quiet. I have heard them run, and compared to most compressors this size, especially oil-less, these are quiet. The BelAire 5026VP and the Chicago Pneumatic RCP-226VP are the same thing, just different branding. We also have silent air...

That's perfect...if it ran the whole time you were using air, and used air for hours, that is when you would see a problem.

Painting and sanding will take the most air...I would look for around 18 CFM, which would allow for duty cycle. No piston air compressor, regardless of what the manufacture claims in big print, should run 100% duty.
