I have de-rusted soaking items in vinegar, but found that you have to neutralize the acidity afterwards. Not tried it myself yet, but also heard of de-rusting items soaking them in Coca-Cola for some time :unsure:

Agree with an end mill. Maybe the collar was fitted afterwards to act as stopper guide for plunge drilling into wood for dowels :headscrat

If you have a lathe, mount a 1/4 end mill in the chuck. Make a jig to hold the tubing in the cross slide at correct center height and mill slot using the cross slide
