Your heat will go right out the ridge vent unless you close off the ceiling, which you stated that you don't want to do. Spray foam is an idea but if you keep that ridge vent you're still heating the outside air. I vote to ditch the "open concept" and use metal panels, then blow in insulation...

I sold 1 on CL for $150, paid $42 each and kept the other 3 for my house. Just sold one of the Internet Gateways on Amazon for $40. Might sell another and then some of the openers. Amazon hit me for 20% ($7 fee) so it's nearly as bad as Ebay.

You're concrete is a mess, I'm no expert but I would think some kind of leveling cement would help to skim coat it.
I just took my receipt in for the 4 Chamberlain garage door openers for the new clearance price of $42 each! I already sold one for $150 on CL so in the end I got 3 door openers, with Internet gateways, for $10. Not bad.

Do it before... I added basic 4" recessed fixtures and then install the LED retrofit trim ring from Lowes. I wish I would have found the LED retrofit before I bought trim rings on my new patio, I'm currently using R20 bulbs...
Ditto the investment on the mini split system... that will get you affordable heat and A/C.
If you're staying cheap then 220V baseboard heat would work
Even cheaper is a propane option
