    When I enlarge your photo, my first impression is that it doesn't look like concrete. I don't see any aggregate, which would be typical. It looks more like stone to me. Perhaps a slab of rock.

    Did anyone say this yet? Take the belt off. Don't think about what turns freely or not, just isolate the motor from the pump. Does it start? Does it run? How long, continuously? Go from there. Narrowing down the problem is easier in the long run than trying new parts.

    One possibility is wear between the spindle splines and the pulley splines. Remove the belt and hold the spindle and try moving the pulley back and forth. Some amount of wear can be silenced by a coat of grease on the splines but it's not really a repair.

    Regarding the stools, if it were mine, a footrest of some kind would be good. If not a tubing ring, then maybe individual pieces between the five braces. That would provide a place for feet that keeps the back of the ankles away from the edges of the braces.
