    Fiber washer on Toro model 20055 axle

    It if were my task to do, I'd go my stash of mudflap material and cut out a matching piece with a couple of appropriately sized hole saws. For the center hole, a hole saw may not be needed. Clamping the material between two pieces of plywood and using a twist bit would get the job done.

    Hydraulic trivia

    The cylinder can be oriented either way and it usually depends on the best way to route the hoses. The loader on my tractor has the cylinders for the arm lift positioned one way and the bucket tilt oriented the other way to make the solid lines and the hose lengths more efficient.

    What do you call this? Like a roll pin, but no seam. How to remove it?

    I've seen two different styles of "roll pins". The more common have a seam, the less common are spiral wound and work the same way, they exert tension on the wall of the hole. First, add a set of "roll pin punches" to your inventory. They're made specifically for driving hollow pins.

    Vfd or phase converter?

    Heartily agree with the guys above. Unless he's planning to run an entire shop on three phase, there's no reason to go the rotary-phase-converter route. That's a lot more equipment to deal with. A properly sized VFD will do just what you need.
