    Non linear harmonics. Electronics ( specifically the then new electronic ballasts ) caused something of an issue. Oversizing neutrals were thought to eliminate or mitigate the additional loads on the neutral. I cannot claim to truly understand the issue, but I do recall all of the hubbub about it.
