    Yeah, you're right, it is SC. Apparently I need to clean my glasses. Also, there is a fencing tool which is also used in stretching wire, but it has a very pronounced fulcrum point, which this one doesn't have. It well may be for barb wire, but it doesn't to me seem particularly well designed...

    The pins are all the same size, namely 0.25, and the matched pairs are identical, so I don't really see how they could be go/no go since they are the same size.
