20hp 3 phase motor on 15hp phase converter controller?

Was thinking the same thing. Two very different animals. Not nearly worth the effort to shoehorn the 20HP in there.

My 200 amp panel box is full

Zinsco and Challenger are NOT nearly the same thing. Challenger is basically a Murray clone. Nothing wrong with them.

My 200 amp panel box is full

This!! A full 200A panel and an electric tankless will NOT work out good.

    Is this a fire hazard?

Or just leave it because there is absolutely nothing wrong.

How to tie 2 10ga grounds together?

I'd use an Ideal large ground crimp. They do not require a special 4-way crimper.

20 Amp Circuit with 15 Amp Light Switches

Because this applies to more than one receptacles on a circuit. A duplex receptacle is TWO 15A receptacles on a single device yoke. Pretty much all 15A duplex receptacles are rated for 20A feed-thru. GFIs have this printed right on them. "15 amp" is NOT the rating of the device, it's the rating...

    GFCI Protection for Welders

This is wrong. A two-pole GFI breaker on the load side DOES monitor both line-line loads and line-neutral loads simultaneously.

How to tie together many grounds?

The ideal brand ones (and others) do NOT require a special crimp tool.

20 Amp Circuit with 15 Amp Light Switches

A wall switch need to be rated for the load it is controlling, NOT the size of the circuit it is on. A 15A switch on a 20A circuit is perfectly normal.

Eaton says no NoAlox on Al connections?

I can't think of any downside to using it, but I will reinforce that it is not code required. It is also not said to put it on the threads of AL lugs and terminations, but I do every time.

200 or 400 amp for house and shop

That's because whoever designed your service was dumb. NO reason AT ALL to use a 400A main breaker for a residential service. Two 200A main breakers, especially two 200A main breaker panels, is much more cost efficient in the long run, and gets you the breaker space needed for a big house.

    240v Outlet

This! And this! Snaking from a basement to a second floor can be a real PIA. Without knowing the amperage and seeing the site conditions it is completely impossible to say if that price is legit. It very well could be right on.

This is why you are a handyman and not an electrician.

    wire size recommendation

It's still basically the same thing. Not sure why they changed it to the 83% thing.

    220 question

Not entirely true. As Theoldwiz stated, older dryers and ranges, and even some sub-panels, were allowed to be "3-wire" 120/240V circuits, where the neutral also served as the equipment ground.

    Old Cloth Electrical Tape

Can you show us some that are? Gaffers tape is meant for taping down wires and cables to floors, wall, etc. It's for keeping things in place, NOT splicing. This is why it is always listed as easily removed leaving no residue. This is also why it is matte finish and not glossy like duct tape...

    Was it ever OK

That's funny, I don't know one who does. You need to associate with better people.
