Never heard of ninety days for coating. 28 days is cured enough for epoxy and driving. There are some epoxies that allow for immediate coating. You just have to pick the right one.

Try searching and you will find that a number of members have used them in the past with only moderate success. The rubber is temp sensitive and so it will ripple and what not due to heat. Also if you turn your wheels while on, well you can imagine. Some people have even had the mats roll up...

You definitely want to use a primer, just as you wouldn't want to paint your house with out primering first. As for a clear over the flakes, yes in my opinion for sure. If you don't coat the flakes then that will open the epoxy to moisture, etc as time goes by. On thing to think about is if...
