My #19 Prentiss swivel has serrated jaws. Yours may have been worn away over time. The "Prentiss" marking was on top of the vise body on the #19. It was likely pounded away when the vise was used as an anvil.

This vise was made by Rock Island under contract for Craftsman. Have a look at the vise repair thread and you'll see several of these. The Rock Island model number for this same vise is 543B.

Welcome. You're the first person I've seen attempt to fix a Blackhawk free wheel ratchet so bravo to you for taking on this project. The general accepted logic is that they are not serviceable given the unique design.
