    Ive got a gear that I need to bore out approximately 3mm,from 22mm to 28 mm diameter. Finish doesnt need to be super smooth as it will get a press fit sleeve,however it must be concentric and centered. What will work? Waterjet,laser,edm?I have no idea of the hardness.

    source for hex die handle

    hex die for 1 inch bolt is 1-13/16 inch . I dont see any hex die holders that large,only set up for round ones. I only need to thread 2 bolts so dont want to spend a fortune on a holder.
