I've done well at pawn shops but it's something I have to keep at. The stuff does not just jump out at ya. One of my best finds last summer was a near new 1/4" Cornwell ratchet for $2.00.

PLOMB WF-21 3/8" Ratchet Good overall shape. Still works great. I gave the exterior a decent cleaning and a bit of polish. There's some dark spots where there was rust. Much of the plating has worn off but the ratchet has a nice smooth feel. $15.00 shipped in US. Paypal accepted. SOLD!

I almost bought a similar USA made pair at Sears last week. They were on sale for $17.00. It was upon closer inspection that I passed. Looked like they would fall apart like your Harbor Freight set. Very chintzy.
