Make sure the hose connection at the ram is tight. If the hose is not tight, the pressure from the pump will extend the ram but the spring does not have enough force to return the fluid.

I just looked at a building similar to this today to restore power etc. for potential tenant use. The building owner had a lot of ideas but no plan. You need a plan. Would the local utility allow a temporary service for "construction" needs?

For 100 amps, yes 1 1/2 or even 1 1/4" would work. OP might want to upgrade to 200 amps at a later date, so a minimum of 2" would be needed. 2 1/2" conduit and conduit bodies would make the pull much easier especially if using aluminum conductors, but 2" will work. 3/4" for a single cat 5/6...
