Not knowing the distance of overlap between the bolt hole and the ends of the two pieces of metal, could you use 2 U-bolts that are sideways across the two strips that will keep it from pivoting? (1 u-bolt in front of the existing bolt hole - the other behind)

Reference point - it took 21 dump truck loads of red clay to level my 38x60 pad that dropped about 23" from the front left to the back right corner.

I'd say that's correct - I've got 4 rows of 5 lights in my 38 x 60, with 10' ceilings, four standard 4' T8 lamps in a 8' fixture.

9/12 is steep - not as much as 12/12 obviously though.

Make sure to take into account the width if the last run at the top of the ridge. You don't want to have a narrow width run of say 6" as the last run. You might need to make the last 2 runs a little more than half a sheet wide as an example.
