Those are High output lamps. Should work. If you look at ballast label should have info with various lamp configs.

My vote is for both. Poor packaging of lift and handled by multiple trucks by Conway. Careless forklift jockeys who could give two Sh*t's about how they load and unload at terminals. My driver even said it is more common than not for these to be damaged.
