Hot rolled will have mill scale and be much less expensive. Cold rolled, no mill scale. Like Dave said, no need for cold rolled for a benchtop.

Why can't you build up a stud wall to fill that 4' cavity? Treated bottom plate that lays directly on the bottom girt, then kill studs at the 4' girt? Screw studs directly to the 4' girt. Might have to notch out the top of the studs to get around the girt flange and keep things flush.

We use a heater like that at our duck club off of a 5gal bottle. If run continuously on low setting, a 5gal bottle will last about a day and a half.
