my career was a a consultant for primarily public school buildings. I think on every one - 100+ - the electrical engineer specified a ground wire. Just an observation.
Government EEs are notorious for their specifications (oversized neutrals, isolated grounds in addition to the regular EGC, minimum conduit size 3/4" to fluorescent lay-in light fixtures).
It all comes from tax $ so they don't care.

Yes, no 1/2" EMT - even for a single cat5.

Not government employees, just working under contract to a school board.
And they get a percentage of the contract, so it is their interest to pad the bill.

Well, then so am I, but I have to compete against others for the contract, and as a percentage of construction, design fees are much less than they used to be.
