Government EEs are notorious for their specifications (oversized neutrals, isolated grounds in addition to the regular EGC, minimum conduit size 3/4" to fluorescent lay-in light fixtures).my career was a a consultant for primarily public school buildings. I think on every one - 100+ - the electrical engineer specified a ground wire. Just an observation.
It all comes from tax $ so they don't care.
