I think it has to be available to ship for free for the other location to work.
My boss picked uip the 2 battery Ryobi +charger with the 1/2" impact gun for $99 with the free tool deal at HD. Great deal on that. Saw the brushless 1/4" driver was there too.
I used the deal to get the Ryobi vacuum for around $50 after returning batteries. Bought a milwaukee adapter to use my 9ah milwaukee battery with it.

It *****. That's as far as my experience goes. Turned it on, vacuumed a few loose leaves on the floor. Not having a cord to deal with seems like it will be well worth it.
One of the stores close to me is absolutely loaded up with tool boxes as well. I bet they've got close to 100 in stock.

Ryobi 18V Portable Band Saw - $129
This band saw is a new tool from Ryobi - just released in the last month I think. After returning the battery kit, it comes to $59. I've found myself needing a portaband on a number of occasions but the one made by my main 18V platform (Bosch) very poor reviews. I already have the Ryobi batteries for non-essential tools/gadgets, so for $59 I think this portaband is a great deal. A portable band saw fills a niche that other tools can't really match.

Unfortunately you can't use a HD coupon with the "free tool" deal.
You should be able to use a coupon if it is percent off or dollar off the transaction. The free tool deal is an item promotion and the system will allow one transaction level per transaction and one item level per item.
Or else they changed the promotion engine recently.

There has had to be some sort of policy change within Depot's upper management. The three stores I visit are all swollen with merchandise, the clearance endcaps are packed, and there are new "clearance" sections being created anywhere they can find open shelf space. Those tool boxes that didn't sell are still piled up all over the store, including seasonal.
I'd say 80-90% of the clearance markdowns were $2 or less. There was one faucet on the endcap that was marked down a whopping 52 cents.
Yes I’d say for the last 6 months or more I’ve noticed all clearance end caps are markdowns of $1-2 only. I used to enjoy swinging by and taking a peak at the clearance section every once in a while but it’s pointless now
I get the impression that both HD and Lowes are trying HARD to increase profit margins in recent months. I have not seen the killer deals that I've been able to get easily in months and years past.
