Oh wow. That's pretty lame. Mode 1 is about what the ratchet puts out, and you lose the ability to use the ratchet as a "breaker bar" if it's anything like the IR Hammerhead (which puts out 180 ft-lbs).
I suspect Milwaukee decided that the lower profile head (looks a LOT smaller than the hammerhead) and the ability to change the position of the head relative to the handle outweighed beefing up those parts to make them capable of more torque.
If I thought I needed a right angle impact I think I'd prefer the version with the most access, not necessarily the most power. Milwaukee seems to have tailored this product to that mindset.
