Taumac pretty much nailed it with how many grinders you really need. I have one setup with buffing wheels and one with grinding stones and wire wheels. Then I have a couple getting restored, and a couple spares for now. I'll be putting some 3m scotch brite type pads on one if the grinders. One thing I hate doing is having to swap wheels out each time.

Slik, I do have some dollies with casters to move around some of my tool stands, but I usually just muscle the one in use around. The Wilton stand is sitting on a dolly right now because I took it apart to paint. Prior to paint, I just muscled it around.
Knyte, I find that most spray can paints take months to fully cure completely and they do scratch until fully cured. Baking does help speed up the process significantly. You can also try using heat lamps. They sell cheap ones made for chicken coops at tractor supply, just not sure what they have in your part of the world.
