Obviously the tapered part goes into the ground. Then the clamp holds a spare tire for your wheel barrow.

I have no clue but I like it. I'm going to guess you clamp it on a tool, and the pin is replaceable with other options and it may hold a spool or reel of some sort. Maybe an attachment on a loom?

Seems horse/harness related, but not sure which part..

Or maybe fire-fighting, Elkhart brass goes way back and makes brass firefighting stuff, possibly ELK is shorthand for this since it's a small part

damper handle for a fireplace or ventilation system that may have been in a mine? (since the OP is in Colorado)
since it brass I'm guessing it would be outside or in an environment that would attack steel.
My dad would have said it was a windshield wiper for a bill goat's ***.

To me, the "ELK" looks like the makers initials.

Like machinists used to do when they made personal tools.

Elkhart made mostly nozzles I think.

Maybe like a temporary ground rod? Stick it in the ground, wrap the wire around were the washers are, tighten with the hand thing...

The OP sent an email to Elkhart and maybe he is waiting on a reply. Maybe those folks are stumped too ?

If we get a new member from Elkhart posting in this thread, I'd guess they have no idea and are searching the internet for an answer too.

This seems less likely because it's a cast part - then again if I ever get around to getting into molding/casting I'd probably putting my initials in the mold too...

Another possibility is it being light-fixture related (https://www.elkgroupinternational.com/). Anymore it seems everything like this is imported/marketed rather than manufactured directly - if that's the case then it wouldn't likely have a molded-in name like this does, but perhaps they manufactured their own in the past or it's a high-end/custom thing?

The pointy part looks similar to a modern thermowell but obvi it is not that. In the first picture it looks like there is something about middle way down the point part, is there or is that dirt or casting marks?

It's sort-of close to making sense as a oar lock because the pointy bit seems to go though the bracket which could then mount to a boat (and then perhaps the handle part is to cinch the oar down to the bracket with some missing part). It wouldn't ever make sense to bolt the bracket to the pointy part though so that theory falls apart. Maybe something else nautical though?

Definitely seems like the 'handle' part is to mount something...

The more I look at this thing I can't help but think I've seen one before, just cant' remember where - maybe it was from this post :)
