Anybody know what this thing is ?

It says ELK and it's brass, could be something made by Elkhart Brass, they have been around a long time and make stuff for firefighting.
EDIT: you could shoot them an email with those pictures and see if they made it years ago.

To me, the "ELK" looks like the makers initials.
Like machinists used to do when they made personal tools.
Elkhart made mostly nozzles I think.
