one idea is to use over sized trusses to hang out over the extra pad you are pouring. the structure would be the size the city wants but you still have a roof over the concrete area. what do you know, if you built it right you could move the walls in the future??, also suggest going as tall...

i use mismatched paint. can usually pick it up @ menards or sears for $2-5 a gallon, mix it up in a 5 gallon bucket and paint away. sort thru them until you find a couple of light colors. oil based would be nice for clean up.
