Electrolysis should work well on that. I've used the process succesfully on several pipe wrenches. I also do some wood turning. If you can't find someone local with a lathe, I can probably turn something for you. I've posted about it some on my site in my sig.

I'd skip it just because it is a tiny vise. Though it has 4" jaws it only opens to a little over 2" and has a similar depth. Wait for something better.

Depends on local availability and how much you want it. If it is in good shape, doesn't have any cracks its not a bad deal. I'm assuming it is a 4" vise as well. See if you can get him down to $60.
