If you call your local branch, they can get them for you in most cases. I got 8-32 and 10-32 from my branch in stainless. It took a little longer to get them, because they needed to source them from other branches, but if you get good pricing it might be worth it.

Any sort of cutting tool for me...saw blades (circular, jig, recipro, band, etc), router bits, drill bits, and cutoff off and grinding wheels.

I have a drawer in a Craftsman cabinet that holds most of 'em. I keep them in the original bags and just cut a small hole to pull them out. Works for my infrequent use.
For the small colored ones that I use often, I have a Durham drawer/tray.
Some bits can be absolute junk, but some situations just don't work out in the bits favor. Sounds like the bits are to blame here. I've had good luck with the new Milwaukee impact bits, just be sure to buy the ones with the red sleeve on the shank as they are the updated version.
