I pressed backer rod (flexible foam rope) in my saw cuts then filled the top 0.25" with sikaflex.

Those pics are too close up to tell how big of an issue filling the holes will be. Sure would be a shame if the wires somehow got damaged while this is getting corrected.

You will loose some insulation (including sound) and possibly some fire resistance by recessing them between the studs if that matters.

IMO it depends on the location and style of light. Hard wire typical screw in bulb bases and fixtures with replaceable bulbs. If you are going to use 4ft LED "shop lights" typically hung on chains from each end I'd put in outlets.

Harbor freight has a 1/4 ton lever hoist. Their 1 ton chain hoist is about the same cost. If you don't need it to hold the load in place a block and tackle would be small and cheap (you could tie it off to hold).

I did a 2 car garage. I added some temporary angles and girtsfor additional bracing. Then removed the nuts holding the sill plate down, a couple broke off. Then I jacked up one side at a time. It made it easier to cut and remove the old sill and install the new one.

I'd replace that entire panel. Shouldn't be very difficult or expensive. Big box stores should have sheet materials that would be better than countertop laminat.

Use the skid steer to push the concrete from a corner. You should be able to create a gap on the sides enough to lower the chain in. Same on the opposite corner.

My driveway was in similar condition and I had it chip sealed about 5 years ago. Cost was a lot less and it has held up OK even to trucks, tractors and other farm equipment.

Worth the effort.
