Got it. I'll use 8/3 and terminate the white as not used now but maybe for the future. So black and red are hot and Ground (green) goes to ground. This is a 6/50 P plug (welder plug). Still don't understand why this guy connected white and ground to the Grounded bar in the panel.

I tried buying a 20 micron filter using kit number 108035 but had no luck finding it anywhere. This compressor is from 1976. You can buy the Graco assembly, but I can't find parts availble for it.
