Some of the older made in Taiwan machines are pretty decent. Check for run out and go from there. I think a $100 is top money for this drill press. $50-$75 sounds better.

How scarce are lathes in your part of the country? In Michigan that lathe is worth $400-$600 if the ways are in decent shape and if the change gears are there for threading. The more tooling that is included the more value the machine has. If it is missing the change gears I wouldn't pay more...

If you want a better quality smaller lathe look for a South Bend or a Logan w/tooling. The quick change gear boxes are nice but not necessary if the lathe comes with the change gears for threading. I am not sure how the lathe situation is in Oklahoma but here in Michigan a nice example can be...

I would pass on it. Even if its almost all there you can spend way more than its worth in the "small" parts to get it running. With out it being together it is hard to judge the overall condition of the machine. Also tooling is the expensive part if it doesn't come with any. Lastly its an Atlas...
