My revised picture view increases the elevation of the building at least a foot with respect to the alley. I don't know where you are getting an 18" drop.

I don't know if this makes sense, but to me it seems the issue is the building is set too far back from the "alley."

Add a cyclone or drop container to your system. Then only fine dust will accumulate on the bags, and the system will be "closed" within your shop environment.
