A location drawing is not worth its weight in feathers in the court of law. A location drawing can cost as little as $100 (in the NE united states anyway). Great deal, right? Not so much. All a surveyor does is locate the improvements on the property and maybe a couple of property corners...

Thanks for the concern. While you are correct that the maximum reaction occurs at the connection of the collar tie to the top chord, per the IRC, the 12d nails used at the connections are sufficient to resist the calculated loading situation.

This guy has a mental illness. There is no amount of rationalization from others that will help him. It's a lost cause to offer them help, etc. County codes/fines (even eviction) can't motivate him to clean up. The threat of illness/death can't motivate him to clean up. He's not the only one...
