    For mid-range screwdrivers, so far I own and like in no particular order - Vessel JIS, Williams USA black handles, Tekton, Carlisle and my new Witte set (reportedly the current German oem of the Matco screwdrivers). All are superior to my old Craftsman USA screwdrivers.

    Low cost micro torque wrench?

    For low torque in-lb use I bought an inexpensive Neiko beam style 1/4" torque wrench. 0-80 in lb range. Works well enough for my purposes. Available in several brands from amazon. Not a screwdriver but would take a hex socket for your use.

    If you only want to fit one car between the lift arms, depth will give more flexibility. Parking 2 cars will need width more. With the square foot limit, take all the height you are allowed for loft/rack storage.

    Sadly your HOA gets a vote. Concurr that your building isn't designed for a second or different roof. Nothing will be able to be added or fastened to your roof without damaging the spray foam. If they insist, you must insist on engineer stamped and approved roof design.

    Should this garage be aligned with property line or house?

    I have a corner lot, aligned the detached garage with the lot line. Looks fine, matching the house looked odd when I mocked it up.
