if you want a straight hole you need a good guide, or you need to use the drill press. handheld drilling will never be perfect.

if it's that old I'd guess they are true 2x4's so a bit better than what you buy today. if you want to walk/store up there I'd go with 2x6. PL & screwed to each existing 2x4 don't forget bridging, especially with the 24"OC

if you have the tow points that far away from the face of the bumper (which is normal) why not have the hitch tube sticking out enough that the hole is on the outside of the bumper?

for now, leave it as it is use it, make stuff, then worry about where/why/how you want any further additions. and after all that $$ spent, what do you plan for dust collection? I'd put more time/effort/$$ in DC before any other toys.

cup down, screw it in the amount of effort scoring each board, x2, is wasted. I get the reasoning for doing it before, as stated nails -vs- screws... but even then that's a lot of time to waste on a "what if"
