MyPOCO doesn’t want to install a 5th service as it overloads the transformer and their feeder. They would but it’s high cost. I have a work around. Ryobi door open range *****, any fix?

I have not changed batteries, this is on the list for today. I LOVE The opener but hate its range to use the remote. It is in a steel building but it seems I need to be within 15' of the door for it to operate. Id love to double that so it can be opened as I drive up, not pull up and then open.

Taking a few pics of the service entering my building I see there are 4 fuses on the pole. One for each leg that are closed and I see another that is open. Can I assume the open one is a ground that may be closed when work is expected to be done on the service (with the others opened)?
